Call for Papers


The government of People’s Republic of China (PRC) has embraced informatization as essential for the development of China about twenty years ago. Recently, four phenomena signal that China is becoming a hot spot in the world in IT/IS: China’s IT industry has been experiencing fast growth in last two decades; China has been exercising a series of deregulations in recent years to introduce competition into its IT industry, particularly after joining WTO; China's Internet user population became the second largest in the world since last year; and China has launched an ambitious plan in software industry recently trying to lead the world by 2006. Since the Internet becomes available in China, the diffusion of information technology in China has transformed the way Chinese organizations do businesses and changed Chinese people’s daily life. The connected world has widened the door between China and the outside world to exchange information. Thus there is a great deal to learn about IT itself from studying developments in China to obtain the insights for the IT strategies of other developing countries.  It is also important that scholars and developers in the China to compare the variety of technological and organizational approaches, both successes and breakdowns, with experiences throughout the western hemisphere including the U.S. The research is needed to understand what IT investments are worth adopting in different Chinese contexts and the interaction of organizational, industrial, governmental, and cultural factors in their adoption.
